Ohio Is Proving Union-Backed Solar Can Revive Rural Economies

KNOX COUNTY, OH (June 26, 2025)—The Ohio Power Siting Board’s approval of Frasier Solar, a proposed 120 Megawatt (MW) solar project in Knox County, Ohio, is a significant milestone for the local community. The project promises to create hundreds of well-paying union jobs, generate millions in local tax revenue, and bring long-term economic benefits. Solar grazing will also keep farmland productive and active, benefiting local farmers and the environment. 

“Our workers want to build their careers and earn good wages while putting down roots and staying close to home with their families,” said Ashley Labaki, business development liaison, International Brotherhood of Workers (IBEW) Local 1105. “Frasier Solar is a win for local families, creating long-term careers that let skilled workers build and secure the economic future of Knox County.”

The project is expected to generate more than $25 million for the local economy during construction and provide $1 million per year in county tax revenue for up to 40 years through the state’s solar PILOT program, which means the project developer will make payments to the community throughout the project’s lifetime. The project will also offer stable careers in a region where local industries have declined

“More solar means more jobs, more local spending, and more opportunity, without leaving town,” said Brian McPeek, business manager, IBEW local 688. “It also means my kids can grow up seeing me come home every night from a job that pays the bills—and builds our future.”

For farmers like Camren Maierle, an Ohio sheep producer, the project’s integration of solar grazing ensures farmland remains productive. “Solar grazing lets us keep farming while creating American-made energy,” Maierle said. “This project protects our soil, farmers’ livelihoods, and increases the supply of American lamb.”

The project approval arrives after persistent, years-long advocacy efforts and affirms the community-backed support evident in extensive local involvement throughout the project’s consultation phase. The local community’s unwavering support and active participation have been instrumental in the approval of Frasier Solar, showcasing that rural communities can thrive in the clean energy economy and offering a blueprint for other rural communities seeking economic revitalization.
